Qin Shi Huangdi bureaucracy was based on legalism which was a philosophy of humans needed regulation by law and live in harmony with nature. This harsh rule of the Qin abolished the feudal states and legalism because the new government. However, he did believe that people should respect their ancestors and rulers. Legalism for Qin was the purpose that people were forced to obey the laws or would be punished. If laws were obeyed they would be rewarded.
